According to a poll by the American Association of Retired Persons, 77% of adults of age 50 and older would prefer to stay in their homes long-term. What are Homemaker Services?

APC Homemaker Services provides Primary Home Care (PHC), Family Care Services (FC), and Community Attendant Services (CAS). The Texas Department of Health and Human Services define PHC and CAS as “a nontechnical, medically related personal care service that is available to eligible individuals whose health problems cause them to have limitations in performing activities of daily living, according to a practitioner's statement of medical need. Personal care tasks are provided by an attendant.”

While both paid for by Medicaid, PHC is for Medicaid eligible individuals, while CAS is for individuals who do not otherwise qualify or Medicaid. Family Care eligibility is determined by Title XX of the Federal Social Security Act.
The goal of all of these programs is to delay and prevent the need for nursing homes and assisted living and services for each must be in the home of the individual, or in some cases, the home of a family member caregiver.
TLC Adult Day Care Centers provides some health services in

  • Personal Care includes personal hygiene, eating dressing, exercising, skin care, and transferring and ambulating.
  • Home Management Services include housecleaning, laundry, making beds and changing linens, shopping for household essentials, and washing dishes.
  • Escort Service involves accompanying the client to doctor appointments and diagnostic tests. APC Homemaker Services does not provide transportation to such appointments.

Individual Care
APC Homemaker Services will custom the care to the needs of your loved one. Our attendants can prepare balanced, healthy meals for special dietary needs on the client’s schedule. Attendants provide companionship and give personal attention to your loved one.

Safety
APC Homemaker Services can help to keep your loved one safe. Household tasks become difficult with physical limitations, but they may also become dangerous. Reaching for an item off the top shelf or carrying a laundry basket up and down stairs can cause falls and injuries.

Aging at home also keeps your loved one safe by limiting one’s exposure to contagious diseases. One study showed that nursing homes had COVID-19 rates that were 13 times higher than community-dwelling older adults.

Family Involvement
One of the benefits of APC Homemaker Services is to take the burden of caregiving off of the family, leaving time with your loved one as time to enjoy. Families of people who age at home tend to visit more often than those in nursing homes or assisted living, because the loved one is able to set their own schedule rather than follow that of the facility.

Cost
One study showed that 28% of unpaid family caregivers said they have stopped saving money and 23% said they have taken on more debt to help cover the costs of caring for a loved one, spending an average of $7,000 a year of out-of-pocket expenses. APC Homemaker Services can relieve that financial burden.

Primary Home Care (PHC) and Community Attendant Services (CAS) are both entitlement programs: once qualified, your loved one is guaranteed services with out a waiting list.

Business Details
APC will handle all of the business details of the attendant’s employment. Medicaid’s Primary Home Care (PHC) program participants can choose Consumer Directed Services (CDS) or Service Responsibility Option (SRO). With Consumer Directed Services, the participant hires their own attendant and is the “employer of record.” With Service Responsibility Option (SRO), APC handles employer tasks such as background checks, payroll, and taxes.
